Speaker Bio

Dr Jolly Wong is a strategic adviser to boards on innovation and technology policy, cybersecurity, the 6th Generation Mobile (6G), internet of things (IoT), critical communications, digital transformation, smart data analytics and AI safety. He served as the Chief Technology Officer and Acting Assistant Commissioner of the Hong Kong Police Force (HKPF) and an independent consultant for the Airport Authority Hong Kong, now advising Hongkong Electric, The Critical Communications Association (TCCA), Professional Wireless Technology Alliance (PWTA), Communications Association of Hong Kong (CAHK) on strategic technology businesses.


Jolly is the innovator of Finance-Operate-Own-Share “FOOS” business model, which has achieved synergy by means of public private partnership (PPP) to resolve major technology problems and created significant business values to the HKPF. The model is internationally recognized as an (public safety) industry-wide success that has huge potential for applications worldwide. Representing HKPF, Jolly clinched the Best Innovation and Outstanding Contribution at the International Critical Communications Awards 2008, 2012 and 2017 respectively, and the Ken Goulding Prize for Professional Excellence 2015 from Middlesex University London.


Academically, Jolly is a Policy Fellow for Centre for Science and Policy (CSaP) at University of Cambridge. He serves as a Senior Advisor to the President (Accreditation Matters and Strategic Partnerships) for the Macau University of Science and Technology (MUST), Distinguished Professor of the Beijing University of Posts and Telecommunications and the Shanghai University.


Professionally, Jolly is former Vice President and Trustee of the Institution of Engineering and Technology (IET). He is renowned for his advocacy of professionalism in ICT industry and entrepreneurship among young engineers. He has distinguished himself in the technology profession for his stewardship of mission-critical, large-scale, complex technology programs for public protection and emergency response. He continues to inspire and influence the mission critical industries globally.
