May-Ann is director of the Access Partnership Institute, a global think tank focused on advancing and solving humanity’s greatest challenges, asking the question – how are new frontier technology and developments benefiting society? She holds a concurrent roles as the Director of Multilateral Relations, Data Policy, and Partnerships with Access Partnership, and is also the Executive Director of the Coalition for Cybersecurity in Asia Pacific (CCAPAC), and the Asia Cloud Computing Association (ACCA). She has worked extensively on technology policy development, including digital public infrastructure (DPI), cybersecurity and cybercrime (trust and safety), data protection/governance and digital sovereignty, standards development (ISO/IEC, IEC, IEEE etc), as well as emerging technology and threats such as artificial intelligence, dark patterns, and also on foundational infrastructure such as cloud and data centres, submarine cables and satellite connectivity.
She sits on the Singapore Data Protection Appeal Panel, and was a member of ITU GCI Expert Group advising on the ITU's Global Cybersecurity Index 2024. She holds a graduate diploma in cyber forensics, and in collaboration with INTERPOL and the Council of Europe, she authored their National Cybercrime Strategy Guidebook for emerging markets.
She is a contributing subject matter expert on various international agency task forces and technology think tanks such as with the World Bank, ITU, INTERPOL, the Oxford Internet Institute, the Internet Jurisdiction Project. She was a contributor to the ITU’s Global Cybersecurity Index 2024, and also one of the primary authors behind the INTERPOL’s National Cybercrime Strategy Guidebook 2021. She was also the primary author of the ITU Broadband Commission's 2023 Report - State of Broadband 2023 - Digital Connectivity - A Transformative Opportunity, was actively involved with reviews of the ASEAN ICT Masterplan 2015-2020, as well as the ASEAN Digital Integration Framework Action Plan (DIFAP), and the drafting of the ASEAN ICT Masterplan 2020.
A strong advocate for digital literacy and inclusion, May-Ann volunteers as a career mentor to young professionals, and also works on inclusive technology advocacy in her role as the President of the Internet Society Singapore Chapter, and also on assistive technology programmes for people with disabilities as the Chairman of nonprofit organisation Engineering Good. An avid scuba diver and dive instructor, May-Ann holds a Specialist Diploma in Environmental and Corporate Sustainability (SDECS), is a member of the OceanObs’29 Program Committee, and merges her advocacy for sustainable policies in technology with environmental protection of ocean reefs, and sustainable development and economic growth policies.
