ChinaDataPay was established in 2016 in Gui'an New District, Guizhou Province—China's first National Big Data Comprehensive Pilot Zone—and is dedicated to providing full lifecycle management services for state-owned data resources. These services include intelligent data governance, modular data modeling and processing, commercialized scenario applications, compliant circulation transactions, assetization of data resources, and AI-driven data asset utilization.
With two decades of data mining expertise rooted in its "data veteran philosophy," ChinaDataPay focuses on closed-loop operations for data element scenario applications. It has successfully developed 1,800+ products, including "Authentication Bao," "Risk Control Bao," and "Auto Insurance Scoring." These solutions have been implemented in 300+ application scenarios across eight core industries: pan-internet, fintech, insurtech, logistics, digital governance, data assets, cultural tourism, and the liquor sector. The company serves over 10,000 globally renowned brands, including ByteDance, Huawei, Pacific Insurance, MyBank, China Post, and SF Express.
In 2021, it was recognized as a National Big Data Industry Development Pilot Demonstration Project by the Ministry of Industry and Information Technology (MIIT).
In 2023, the Chinese Academy of Social Sciences researched and published the book "Research on the 'ChinaDataPay Model' for Data Element Marketization".
In 2024, it was designated as a National Data Circulation and Utilization Infrastructure Pilot Project by the National Development and Reform Commission (NDRC).
